Pinoys in Saipan decry RP law on used clothes donations - report

Filipino organizations based in Saipan were disappointed after a cargo company stopped shipping their donations to typhoon-victims due to a legal restriction in the Philippines, an online news provider reported Tuesday.

According to the report of the Marianas Variety, LBC Saipan branch manager Val Gatchalian said there are still 200 unsent boxes at their office in the US.

The report said LBC Saipan shipped 22 boxes of relief goods collected by the United Filipino Organizations (UFO). However, a day after the shipment, Gatchalian reportedly said he received a notice from their office in San Francisco.

The notice reportedly stated that Philippine Consul General Marciano Paynor Jr. had disallowed LBC to ship the boxes directly to ABS-CBN Foundation's Sagip Kapamilya.

Paynor said that donation containing used clothing is prohibited under Republic Act No. 4853, according to the online news provider's report.

The Consul General however was reported to have clarified that other donations except used clothing "shall be exempted from custom duties and taxes provided that these are directly addressed to the [Philippine] Department of Social Welfare and Development.”

“Why are they giving us a hard time? These relief goods are for the victims,” Ronnie Doca of the Pilipino Contract Workers and the United Workers Movement NMI was quoted in the report.

Both groups have reportedly gathered thousands of new clothes, blankets, caps, pants and bags from Island Apparel.

UFO was reported to have received $1,072 from its affiliated groups and an additional $1,000 donation from the Saipan Simbang Gabi Group.

LBC USA President and chief executive officer Hugo Bonilla extended his apologies to concerned groups and individual.

“We understand and appreciate how much time and effort were spent by Filipinos in the U.S. to gather these donations of used clothing. We are all heroes to [the] victims. Unfortunately, we need to follow the law and the directive from Malacañang,” said Bonilla in the report.

It angers me to hear relief

It angers me to hear relief goods and donations were not getting through due to ignorant laws. Not long ago I was at a Donate Boat event for charity and found out a month later a lot of the money raised was still waiting to be allocated to the charities, it really shouldn’t take this long for money and aid to reach those who need it most.

Sana ung mga donation na galing sa ibang bansa,matanggap at mapakinabangan ng mga tunay na nasalanta ng baha.Yung iba kc dyan di nila ipinamamahagi ung mga magagandang relief goods.

Sana naman ay magkaroon ng konsiderasyon yung Consul General na pagbigyang makarating yung used clothing at iba pang donation directly sa ABS-CBN Foundation Sagip Kapamilya. Napapanood naman namin sa TFC kung paano nila ina-account yung mga donations na natanggap at ipinamamahagi sa mga victims kaya may transparency. I think in this time of crisis an exception to the rule may apply if it will benefit a lot of concerned.
