The kingpin of Zamboanga del Norte, former Cong. Romeo Jalosjos, is back in his throne after languishing in jail for over a decade. Condemned to two life sentences for raping a minor, he had his punishment cut short by President Arroyo last March amidst much controversy--and fanfare in his home province.
